It's been confirmed from their official tweet that the legendary Pokemon Articuno, Zapdos, Lugia, and Moltres will be available in Pokemon GO raids around the world until August 31.
You can read their official tweet below:

So if you're sad thinking all your Pokemon GO playing friends got a legendary, then cheer up and go out for raid.
How to beat them
If you have read my previous posts, then you already know the weaknesses of Moltres, and Zapdos already. If you haven't, then you can read it below;
Okay so let's move on to the other two. Lugia and Articuno. These two legendaries are extremely strong, but with correct Pokemon, you can easily defeat them.

So in order to beat Lugia, it'd be a good idea to take strong Electric and Dark type Pokemon. They won't have much defense like Rock types, but can surely stay longer in the battle than Rock types.
Also, do take a lot of your friends with you to get an advantage, else winning chances would be less.

But taking Tyranitar would be a very good idea. It has no weakness against any moves of Articuno. Also, Tyranitar can use both Fire and Rock type moves which are super effective against Articuno.
Not only Rock and Fire type, Articuno is also weaker to Electric type because of it being a Flying-type, and also Steel type for being an Ice type. Taking Pokemon which can use Electric and Steel type moves would also be effective.
